12月17日，国际体育仲裁法庭（CAS）宣布，禁止俄罗斯总统普京未来两年出席奥运会、残奥会以及世界锦标赛。法庭禁令涉及俄罗斯政府代表，包括俄罗斯联邦副部长、部长、副总理、总理和总统。
在2011年至2015年期间1000多名俄罗斯奥运会和冬奥运会选手，涉嫌服用兴奋剂，而俄罗斯政府采用了有组织地偷换运动员送检尿样等方式，掩盖运动员集体服药的行为。世界反兴奋剂机构WADA在2016年7月对俄罗斯兴奋剂丑闻的调查和诉讼，直指俄罗斯政府鼓励运动员使用禁药。历经4年斗争，国际体育仲裁法庭裁定，俄罗斯将受到为期两年的禁赛处罚，俄罗斯运动员将只能以中立身份参赛，不能升俄罗斯国旗、奏俄罗斯国歌，包括俄总统普京在内的俄政府官员，也被禁止出席国际重大体育赛事。
