10月22日，斯诺登的律师库切列纳向塔斯社表示，斯诺登获得了在俄罗斯的永久居留权。目前斯诺登和妻子居住在俄罗斯，他们的孩子将于近期出生。
2013年6月，斯诺登向媒体提供有关美英情报部门跟踪机密材料，引发“棱镜门”事件。美国随后以从事间谍等罪名发出通缉。此后斯诺登在俄罗斯获避难，斯诺登获得3年的俄罗斯居留，并在2017年延长至2020年。在此期间斯诺登一直生活在莫斯科。斯诺登接受媒体采访时说，回到美国是他的最终目标，他不寻求赦免，只希望受到公平审讯。今年8月，美国总统特朗普曾表示考虑特赦斯诺登。
