人力资源和社会保障部 鼓励更多就业机会 给予“四免”支持

近日，人力资源和社会保障部新闻发言人卢爱红在人社部三季度新闻发布会上表示，我国灵活就业的形式日趋多样，在解决劳动者生计的同时，加大对个体经营、非全日制、新就业形态的支持。在个体经营方面，支持发展各种特色小店，给予创业担保贷款、税收优惠、创业补贴等方面的政策支持。在非全日制就业方面，推动网络零售、移动出行、线上教育培训、互联网医疗、在线娱乐等行业发展。

对销售农副产品、日常生活用品或从事便民劳务活动，符合条件的，免办理营业执照。免部分收费，对经批准占道经营的，免征城市道路占用费。减免房产租金，落实阶段性减免国有房产租金政策，鼓励各类业主减免或缓收房租。免费提供经营场地，有条件的地方可以改造免费经营场地，优先向重点群体提供。下一步，我们将狠抓政策落实，强化服务供给，创造更多的灵活就业机会。同时，推动各地、各部门研究新问题、探索新模式、提炼新经验，不断深化灵活就业工作，为劳动者多渠道灵活就业提供更加有利条件，全力以赴稳定就业大局。
