香港特区终止德国 法国《移交逃犯协定》

香港特区政府12日宣布，根据中央人民政府的指示，今日分别向德国驻香港总领事馆及法国驻港澳总领事馆发出通知，暂停履行《中华人民共和国香港特别行政区政府与德意志联邦共和国政府关于移交逃犯的协定》，以及搁置正待生效的《中华人民共和国香港特别行政区政府与法兰西共和国政府关于移交被控告或被定罪人士的协定》。特区政府发言人表示，通过法律维护国家安全，是国际惯例。德国及法国都订立了相关法例，但却以香港国安法等事项为借口，分别单方面暂停履行与香港特区签订的移交逃犯协定和暂停批准与香港特区的有关协定，公然干涉中国内政，违反国际法和国际关系基本准则，香港特区政府对此坚决反对。德方及法方将司法合作政治化，损害了香港特区分别与德国及法国之间开展司法合作的基础。

8月13日，外交部举行例行发布会上。中评社记者：据报道，香港特区政府已于12日分别通知德国驻港总领馆及法国驻港澳总领馆，暂停履行港德《移交逃犯协定》，搁置港法有关移交被控告或被定罪人士的协定。请问这是否是中方对此前德、法宣布暂停与香港相互引渡协议的反制？

赵立坚：德方单方面宣布暂停同香港《移交逃犯协定》，法方宣布暂停批准同香港《移交逃犯协定》。德、法这种做法将对港司法合作政治化，干涉中国内政，违反国际法和国际关系基本准则，中方表示坚决反对。

一直以来，香港特区在中央政府协助和授权下，根据基本法，在《移交逃犯协定》框架下向德方提供了积极协助，并已批准港法《移交逃犯协定》。德、法的错误行径，损害了香港特区同德、法开展司法合作的基础，偏离司法合作维护正义和法治的宗旨。中方决定香港特区将暂停履行港德《移交逃犯协定》，搁置港法《移交逃犯协定》。
