高空抛物和高空坠物是新的“城市病”。随着人口越来越密、房子越建越高、城市建筑年龄越来越大，问题在加剧。与高空抛物有关的法律纠纷年年上升。有些人的素质太差，只图自己方便，严重危害公共安全。
夏日的一个晚上，某女士带着6个月大的女儿路过一小区，不料天降横祸，两瓶接近800毫升的洗发水突然从高楼落下砸中孩子的头部，致使孩子头部多处骨折。事发后，警方上门排查，但无人承认。有一对夫妻吵架后，向窗外扔了一个空酒瓶，砸死了楼下打牌的老人。有些人懒得下楼扔垃圾，就打开窗随手一丢，不管自己身处几层。个别住户把拖把、扫帚等物品放在阳台边缘，很容易掉落下来，而有的住户在二楼露天平台围墙边缘摆放了不少盆栽，且没有做任何防护措施，十分危险。
面对高空抛物，我们究竟该怎么办？
刑法修正案（十一）草案28日提请全国人大常委会会议审议，拟从六个方面修改补充刑法。草案规定，从高空抛掷物品，危及公共安全的，处拘役或者管制，并处或者单处罚金。有前款行为，致人伤亡或者造成其他严重后果，同时构成其他犯罪的，依照处罚较重的规定定罪处罚。
