刘延云建议，开放年度综合工时申请，简化工时审批的前置条件，允许餐饮企业普遍采用综合计算工时制；延长非全日制用工人员的工作时长约束，建议平均每日工作时间不超过6小时,累计每周工作时间不超过36小时。建议出台外卖平台佣金并组织餐饮业与外卖平台进行协调协商，降低外卖平台的佣金费率。
