调整退休人员基本养老金工作全面完成 惠及超过1.2亿人

10月23日，人力资源和社会保障部新闻发言人卢爱红在人社部三季度新闻发布会上表示，截至9月底，全国基本养老、失业、工伤保险参保人数分别为9.87亿人、2.12亿人、2.63亿人，均提前完成“十三五”规划目标。1-9月，三项社会保险基金总收入3.57万亿元，总支出4.22万亿元，9月底累计结余6.28万亿元，基金运行总体平稳。截至9月底，社会保障卡持卡人数13.25亿人，覆盖94.6%人口，电子社保卡累计签发2.55亿张，27个省份的221个地区开通电子社保卡移动支付应用。

一是社保“免减缓”政策成效持续显现。各地认真落实延长阶段性减免企业社保费实施期限政策，截至9月，基本养老、失业、工伤三项社会保险共为企业减免社保费9107亿元，缓缴社保费616亿元。

二是社保制度改革持续深化。养老保险基金省级统筹工作全面推进，已有26个省份和新疆生产建设兵团实现基金省级统收统支。做好企业职工基本养老保险基金中央调剂工作，前三季度资金已缴拨到位。养老保险基金投资运营工作稳步推进，截至三季度末，已有24个省份启动基金委托投资，合同金额1.1万亿元，到账9757亿元，其中21个省份启动城乡居民养老保险基金委托投资工作。

三是社保待遇按时足额发放。调整退休人员基本养老金工作全面完成，惠及超过1.2亿退休人员。失业保险简化申领手续，上线失业保险待遇网上申领全国统一入口，加快推进落实阶段性实施失业补助金、失业农民工临时生活补助政策。

四是社会保险经办管理服务水平提升。全面推行“不见面”服务，推动网上服务事项应上尽上。优化国家社会保险公共服务平台功能，截至9月底，已开通社保查询、失业保险待遇申领、养老金测算、资格认证等全国性、跨地区的9类27项社保公共服务，总访问人次近6亿。
