据美国媒体23日报道，中国驻休斯敦总领馆总领事蔡伟表示，中国对闭馆令表示抗议，不承诺关闭该领馆。驻休斯敦总领馆将继续开放，直到另行通知。
蔡伟称，中方已要求美国放弃并撤销这一错误决定，美国此举并未遵守《维也纳条约法公约》中与领事事务相关的规定，此外，这种做法也不符合国际外交的准则。美国已违反了中美的领事协议。
