欧盟外长未能对白俄罗斯制裁名单问题上达成一致

欧盟成员国外交部长早在8月份已经原则上决定对白俄罗斯采取惩罚措施。同时，还有一份40人的名单，他们将受到入境禁令和账户暂停。但欧盟成员国塞浦路斯阻止欧盟制裁白俄罗斯的决定。

9月21日，塞浦路斯外交部长尼科斯·克里斯托杜利迪斯在布鲁塞尔会后说，我们对违反我们核心价值观和原则的回应不能是一时之道，它必须是一致的。这适用于对侵犯人权行为的反应和对侵犯会员国主权和主权权利的反应。

克里斯托杜利迪斯提到，一些欧盟国家目前拒绝同意塞浦路斯要求对土耳其实施制裁。他认为白俄罗斯问题上没有外交封锁，塞浦路斯在对土耳其制裁得不到解决之前不准备在对白俄罗斯制裁问题上投赞成票。塞浦路斯指责土耳其在其经济专属区进行地质勘探活动，应采取惩罚性措施，实施新的制裁。

长期以来，这个欧盟小国一直呼吁欧盟成员国对土耳其在地中海东部的天然气勘探做出更积极的反应，它认为这些勘探是非法的。然而，德国外长马斯就土耳其与欧盟成员国塞浦路斯和希腊之间的冲突表示，只有通过外交途径才能解决。他说，在年底的欧盟峰会之前，他仍然看到了与土耳其会谈的外交窗口。

立陶宛外交部长利纳斯·林克维丘斯呼吁就欧盟立即采取行动。他希望个别成员国不要把欧盟扣为人质，现在是真正行动的时候。

德国外交部长说，卢卡申科对和平示威者使用的暴力是完全不能接受的，因此，欧盟必须问自己，卢卡申科作为罪魁祸首必须得到欧盟的制裁。

在布鲁塞尔会晤之前，欧盟外长会见了白俄罗斯反对派领导人斯维特拉娜·蒂卡哈诺夫斯卡娅。欧盟外交事务代表博雷尔（Josep Borrell）事后表示，白俄罗斯人民，特别是妇女的勇气和毅力给部长们留下了深刻的印象。这些都显示了她真正的领导力。
