据德国媒体报道，德国对香港推迟立法会选举，德国外长马斯于7月31日立即宣布取消执行和香港达成的引渡协议这一决定。他说：“我们多次表达了自身的期待，期望中国政府遵守其国际法义务。”保障香港公民有权举行自由选举，正是这种义务的一部分。马斯表示，香港政府取消十多名反对派候选人的参选资格，并推迟举行选举，“是进一步侵犯香港公民权利的做法。”
中国驻德国使馆就德国外长马斯涉港表态表明立场
7月31日，德国外长马斯发表涉港错误言论，中国驻德国使馆对此表示强烈不满和坚决反对。
香港特别行政区政府基于当前新冠肺炎疫情的严峻形势决定推迟第七届立法会选举，是保护广大香港市民健康和生命安全的负责任之举。这一决定符合宪法、基本法和香港本地法律，体现了对科学防控疫情的尊重，体现了对广大香港市民生命健康安全的责任担当，顺应了主流民意。
香港选举主任对一些人士参选立法会做出提名无效的决定，是严格根据基本法、香港国安法和香港选举法律办事，理据充足，合法合规。在“一国两制”框架下，参选香港特别行政区立法机关议员，参选人必须真心实意地拥护中华人民共和国香港特别行政区基本法，效忠中华人民共和国香港特别行政区。这些被决定提名无效的人士，其言行均突破了法律底线，有人公开鼓吹“港独”、“自决”；有人乞求外部势力制裁香港，干预香港事务等等，可谓劣迹斑斑。这些人参选的目的，绝不是为了效忠香港特区，不是为了维护“一国两制”。承担重要宪制责任的香港特区立法机关，绝不容许这些人登堂入室，绝不容许这些人肆意瘫痪特区政府、颠覆国家政权、破坏“一国两制”、破坏香港繁荣稳定。
香港事务纯属中国内政。德方涉港错误言论和暂停引渡协定的举措严重违反国际法和国际关系基本准则，粗暴干涉中国内政，中方对此坚决反对，并保留作出进一步反应的权利。
