起因在上周二（7日）美国移民和海关执法局（ICE）发布声明，在2020年秋季班只上网课的国际学生，如果不能转入其他面授教学的学校，除了将失去签证资格（包括参加学术项目的F-1签证与非学术或职业性课程的M-1签证），可能失去合法居留身分而被面临被驱逐离境。
周三（8日）美国两所高校哈佛大学与麻省理工大学向国土安全局及美国移民及海关执法局（ICE）发起诉讼，要求美国当局撤回关于外国留学生签证的一项规定。
今天（14日）美国波士顿联邦法官伯勒斯在开庭审理哈佛大学和麻省理工学院提起的相关诉讼时宣布，美国政府同意撤销留学生签证新规。
