欧盟表明，由于中国禁止外国公民入境，以对等条件暂时不准许中国旅游者入境欧盟，若中国容许欧盟游客入境，欧盟也将中国纳入名单。因美国、俄罗斯及巴西的新冠疫情严峻不在开放名单之中。
